Who's Responsible

One official has the power to stop this. The waivers remain in place.

Her role

The Director of Health & Human Services administers Stamford's Noise Control Ordinance, Chapter 164. That includes deciding whether to grant temporary noise waivers.

Granting a waiver is at the Director's discretion. She has confirmed this to a resident in person.

What she was told

Before and while these waivers were in effect, the Health Department received:

  • Resident complaints about this site starting January 14, 2026, including reports of noise from 10 PM to 5 AM
  • Its own inspector's finding, in February, that noise and emissions from an idling vehicle at the yard were a nuisance
  • Its own inspector's note, in May, of "a significant amount of noise" at the yard
  • A petition from neighbors in English and Spanish
  • Emails from residents describing specific nights, including video of floodlights aimed at homes
  • The contractor's statement in May that it did not expect to need the yard at night until Winter 2026 or early Spring 2027

The response: waiver NW-26-101 was extended through December 6, 2026.
