Take Action

Six things you can do right now

Start with the appeal. Then file a complaint every night the noise wakes you. Every script below has a copy button, so you don't have to think about what to say.

Action 1Most important

Appeal the overnight waivers

Both waivers state that anyone aggrieved "may appeal pursuant to City of Stamford Code of Ordinances Sec. 164-11.A.(5)." This is the official process for challenging them. Every resident who appeals adds weight.

Subject: Appeal of Temporary Noise Waivers NW-26-99 and NW-26-101 — 650 Atlantic Street

Dear Director Bishop-Pullan,

I am a resident of Stamford, and I am aggrieved by Temporary Noise Waivers NW-26-99 and NW-26-101, issued to United Civil for overnight use of the laydown yard at 650 Atlantic Street.

Each waiver states: "Any person aggrieved by this Waiver may appeal pursuant to City of Stamford Code of Ordinances Sec. 164-11.A.(5)." I am submitting this letter as my appeal under that section.

My grounds:
1. The yard is surrounded by homes. Overnight loading, dropped materials, tailgate impacts, idling diesel engines and backup alarms are waking residents, including young children, between 8 PM and 5 AM.
2. The waiver applications themselves list the equipment at 84–85 dB. The nighttime limit for residential areas under Chapter 164 is 45 dB(A).
3. The Department has received complaints about this site since January 2026, and an inspector documented the noise and idling as a nuisance.
4. In May 2026, the contractor told the Department it did not expect to need overnight access to the yard until Winter 2026 or early Spring 2027.

I ask that the Department:
- Suspend overnight work under these waivers while this appeal is considered
- Grant no further extensions or new waivers for this site
- Hold a hearing at which affected residents can be heard
- Provide a written decision on this appeal

Sincerely,
[Your name]

Tell CT DEEP what's happening

Message to CT DEEP

Subject: Overnight noise and diesel exhaust at a site linked to permit CTR100186 — Stamford

To the Connecticut Department of Energy and Environmental Protection:

I am writing to inform DEEP about conditions connected to work under DEEP permit CTR100186 (Eversource duct bank project, Stamford).

The contractor, United Civil, uses a laydown yard at 650 Atlantic Street in Stamford's South End. The yard is surrounded by homes. Under city noise waivers, trucks and equipment operate there between 8 PM and 5 AM. Residents report repeated overnight impact noise, idling diesel engines, exhaust and dust.

I note that the permit record lists the project location as 64 Rapids Road to 95 Hamilton Avenue, not this yard. I ask DEEP to review whether the yard's operation is covered by and consistent with the permit, and to keep this message on record.

Sincerely,
[Your name]
